协商民主作为一种具有潜在影响力的民主形式,在中国特色社会主义民主政治发展进程中积累了丰富的理论成果和实践经验,对社会治理具有重要的指导意义。将协商民主视角下的"参与—协商—共识"作为分析框架,揭示社会治理结构中的在场主体、协商手段、价值目标等重要结构要素,进一步阐释在社会治理模式中嵌入反馈机制、反思秩序、共识系统可以切实提高社会治理模式的时效性、建设性、价值性,促进社会治理实践的有序运转和切实保障治理效益,进一步推进社会治理能力和治理体系现代化。

Consultative democracy,as a form of democracy with potential influence,has accumulated rich theoretical achievements and practical experience in the development process of socialist democracy with Chinese characteristics,which has important guiding significance for social governance.From the perspective of consultative democracy,the cycle of"participation-consultation-consensus"is taken as an analytical framework,which is expected to reveal the important structural elements of social governance,such as present subjects,means of consultation and value objectives,to further explain that embedding feedback mechanisms,reflection sequences and consensus systems in social governance mode can effectively improve the time efficiency,constructiveness and value of the social governance model,to promote the orderly operation of social governance practic and effectively guarantee the governance efficiency,and to further improve the capacity for social governance and modernize the governance system.
