欧亚经济联盟植物检疫要求及其对贸易的影响

Plant quarantine requirement of Eurasian Economic Union and its influence on trade

欧亚经济联盟是实施“一带一路”倡议的重点地区之一,与我国贸易关系密切。该联盟在实现统一关税制度的同时,还将各成员国的植物检疫法律法规和监管方式整合成统一的植物检疫要求,一定程度上阻碍了我国植物及植物产品对该地区的出口。本文简要梳理了欧亚经济联盟植物检疫要求及其对贸易的影响,并对如何促进我国与欧亚经济联盟的植物及植物产品贸易提出了相关建议。

Eurasian Economic Union is one of the key regions for the Belt and Road Initiative that has close trade relations with China. While achieving a unified tariff regime,the alliance also integrates the phytosanitary laws and regulations and supervision methods of member countries into a unified phytosanitary requirement,and to a certain extent,it has hindered the exportation of Chinese plants and plant products in the region. This paper briefly summarizes the plant quarantine requirements of Eurasian Economic Union and their impacts on trade,and some suggestions to promote the trade of plants and plant products between China and EAEU are put forward.
