摘要
针对浙江省平原河网型区域的河网密集、多台风、多暴雨、多潮汐等特点,依据水利部智慧水利总体规划和浙江省智慧水利总体规划,研究浙江省平原河网型县(市、区)的智慧水利总体规划。为解决基础设施还未形成完整体系、资源共享还有差距、应用系统未和业务深度融合、智慧应用有待深化等实际问题,提出了“一个体系”、“两个平台”的总体框架和规划思路。主要任务清单包括感知体系、数据仓、智能使能平台和智慧水利应用场景等的建设。通过浙江省嘉兴地区平湖市的县(市、区)级智慧水利“十四五”规划的应用实践表明,县级区域智慧水利规划符合浙江省水利信息化建设和政府数字化转型及智慧城市建设的总体框架,对县(市、区)级的智慧水利建设提供科学依据。
In view of the characteristics of dense river network,as well as currently existing typhoons,rainstorms and tides in plain river network area of Zhejiang Province,according to the intelligent water conservancy master plan of the Ministry of water resources and the intelligent water conservancy master plan of Zhejiang Province,the intelligent water conservancy master plan of plain river network counties(cities,districts)of Zhejiang Province is studied.In order to solve such practical problems including the infrastructure has not yet formed a complete system,there is still a gap in resource sharing,the application system has not been deeply integrated with the business,and the intelligent application needs to be deepened,the overall framework and planning ideas of**one system"and"two platforms'1 are proposed.The main task list includes the construction of perception system,data warehouse,intelligent enabling platform and intelligent water conservancy application scenarios.Through the application practice of the"14th five year plan"of intelligent water conservancy at county(city,district)level in Pinghu City,Jiaxing District,Zhejiang Province,it is shown that the intelligent water conservancy planning at county level conforms to the overall framework of water conservancy informatization construction,government digital transformation and smart city construction in Zhejiang Province,and provides a scientific basis for the intelligent water conservancy construction at county(city,district)level.
