数字治理优化营商环境的机制研究

Research on the Mechanism of Digital Governance and Business Environment

通过数字治理优化营商环境是治理能力现代化的重要路径,探讨数字治理优化营商环境的内在机制具有政策意义。从治理工具、治理职能和治理资源三个维度对数字治理进行理论探讨,并结合全国大样本企业调查数据和数字化政务服务数据,利用多元回归模型和调节效应模型分析数字治理对营商环境的影响及其内在机制。研究发现政务门户网站对营商环境水平具有显著的提升作用,通过使用移动政务质量替代门户网站评分,发现数字治理对营商环境的正向影响比较稳健。数字治理水平的提升有效地减少了官僚主义现象,提升了营商环境水平。

The business environment quality is critical to market factors allocation and economic development.In order to promote the quality of business environment,the digital governance is an essential option of governance modernization.And it is an important policy issue to analyze the relationship between digital governance and business environment.This paper makes a theoretical discussion on digital governance from three dimensions:governance tools,governance functions and governance resources.Combined with the survey data of large sample enterprises and digital government service data,this paper uses multiple regression model and moderating effect model to analyze the impact of digital governance on business environment and its internal mechanism.The study found that the government portal has a significant positive impact on the level of business environment.By using the mobile government service quality instead of the portal score,it is found that the positive impact of digital governance on business environment is robust.The mechanism analysis shows that digital governance effectively reduces bureaucracy and optimizes the business environment.
