制度竞争、空间策略互动与营商环境优化

Institutional Competition,Spatial Strategy Interaction and Doing-business Environment Optimization

在中国式分权背景下,地方政府之间的横向制度竞争在推进营商环境优化上具有促进作用。基于地区面板数据,并运用空间计量模型估计地区营商环境优化的空间策略反应,进而实证检验地区营商环境优化的动力机制。实证结果表明:在地方政府横向制度竞争的作用下,地理上相邻地区的地方政府在营商环境优化竞争中会采取相互模仿的空间竞争策略;在财政分权程度较大、转移支付力度较小、经济增长较快及开放度较高的地区,地方政府通过加快推进营商环境优化实施制度竞争的强度会更大,地区间制度竞争所带来的空间策略互补效应也更明显。

Under the background of Chinese style decentralization,the horizontal institutional competition among local governments can promote doing-business environment optimization.In this study,the provincial panel data are collected and the spatial econometric model is used to estimate the spatial strategy response equation of the regional doing-business environment optimization reform,and then the dynamic mechanism of the regional doing-business environment optimization reform is tested.The empirical results show that local governments in geographically adjacent regions would adopt spatial competition strategies of mutual imitation in the doing-business environment optimization under the influence of horizontal institutional competition of local governments.In areas where the degree of fiscal decentralization is large,transfer payments are small,economic growth is fast and regional openness is high,the intensity of institutional competition implemented by local governments through accelerating the reform of business environment optimization would be greater,and also the greater the complementary effect of spatial strategies brought about by regional institutional competition.
