上海市某区排污许可持证企业自行监测规范性研究

Normative research on self-monitoring of enterprises with pollutant discharge licenses in a district of Shanghai

为研究企业是否有效落实、规范开展自行监测工作,选取新增持排污许可数量较多的上海市某区,于2020-2021年对区域企业自行监测规范性开展调查.结果表明,该区2020-2021年间持排污许可证企业开展自行监测基本规范,且2021年优于2020年.持排污许可证的企业中,简化管理类型比重点管理类型在监测方案、信息公开等自行监测规范性方面有较大提升空间.

In order to study whether enterprises can effectively implement and standardize their self-monitoring work,a district in Shanghai with a large number of newly added pollutant discharge permits is selected to conduct a normative investigation on the selfmonitoring of regional enterprises from 2020 to 2021.The results show that from 2020 to 2021,enterprises with pollutant discharge licenses in the area will carry out basic norms for self-monitoring,and 2021 will be better than 2020.Among the enterprises holding pollutant discharge permits,the simplified management type has more room for improvement than the key management type in terms of self-monitoring standardization such as monitoring plans and information disclosure.
