摘要
针对目前部分煤矿冲击地压显现在技术层面上只能削弱、难以根除的问题,提出了运用建立、完善煤矿矿井冲击地压防治体系的方法实现零冲击目标管理,并以砚北煤矿为实践对象,构建了“基础保障、技术除危、管理保安”“三核心”、“健全机构、预测预报、监测预警、防范治理、效果检验、安全防护、教育培训、科技创新”等“八管控要点”的冲击地压防治体系,凝练总结出“基础-技术-素质-体系-文化”五步体系建设流程法。矿井通过强监测、强卸压、强管理,落实体系效能发挥,有效遏制冲击地压发生,保证矿井安全高效生产。
Aiming at the problem that rock bursts in some coal mine can only be weakened and difficult to eradicate at the technical level, the method of establishing and improving the coal mine rock burst prevention system is proposed to achieve zero-impact target management. The Yanbei coal mine,which is the target of practice, has established prevention and control system of rock bursts that includes "three cores" such as "basic guarantee, technology elimination, management and security" and "eight management and control points" such as "sound institutions, prediction and forecasting, monitoring and early warning, prevention and management, effect inspection, safety protection, education and training, and technological innovation". The method of system construction process has been condensed and summarized "basic-technology-quality-system-culture" five-steps. Through strong monitoring,strong pressure relief, and strong management, the mine has exerted the effectiveness of the system. The system has effectively suppressed the occurrence of rock burst, and ensured safe and efficient production of the mine.
