公益型科技企业孵化器在孵企业评估淘汰机制实证研究

An Empirical Study on Incubating Enterprises Evaluation and Elimina⁃tion Mechanism of Public Welfare Science and Technology Business Incubator

科技企业孵化器是一个为科技企业提供物理设施(有形)和各类服务(无形)的平台,按照孵化器运营目的进行分类,可分为非营利性(社会公益型)孵化器和营利性孵化器。以公益型科技型孵化器为研究对象,在梳理其孵化流程基础上对在孵企业评估淘汰机制进行了研究,建立了孵化中期及期满毕业两个阶段的绩效评估指标体系和评估方法,根据评估结果优胜劣汰,这种双重淘汰机制有利于公共资源得到及时有效利用。最后以某综合性科技企业孵化器为例,验证了评估淘汰机制的可行性。

Science and technology business incubator is a platform to provide science and technology en⁃terprises with physical facilities(tangible)and all kinds of services(intangible).According to the opera⁃tion purpose of incubators,they can be divided into non-profit(social public welfare)incubators and for profit incubators.Taking public welfare science and technology incubators as the research object,this pa⁃per combs the incubation process.On this basis,it studies the evaluation and elimination mechanism of incubating enterprises,establishes the performance evaluation index system and evaluation method in the middle of incubation and graduation,and eliminates the fittest according to the evaluation results,this double elimination mechanism is conducive to the timely and effective utilization of public re⁃sources.Finally a comprehensive science and technology business incubator is taken as an example to verify the feasibility of the evaluation and elimination mechanism.
