疫情背景下“人类命运共同体”理念的践行——以中国对东南亚国家的抗疫援助为例

The Practice of the Concept of a Community with a Shared Future for Mankind in the Context of COVID-19——A Case Study on China’s Anti-pandemic Assistance to Southeast Asian Countries

“人类命运共同体”理念是中国为全球治理提供的方案。新冠肺炎疫情暴发后,中国秉持“人类命运共同体”理念,积极向发展中国家援助抗疫物资和新冠肺炎疫苗。东南亚是中国周边外交的优先方向。在东南亚疫情发生后,中国先后通过驻外使馆、各级政府、公益组织、中资企业等向东南亚国家提供抗疫援助。在新冠肺炎疫苗研发成功后,中国第一时间向东南亚国家援助疫苗。在向东南亚国家进行抗疫援助的过程中,中国对各援助对象一视同仁、多方参与援助以及援助标语蕴含的深刻内涵等都充分体现了对“人类命运共同体”理念。中国对柬埔寨、老挝、缅甸等构建双边命运共同体的国家进行全方位的支援,更是中国与东南亚国家构建“人类命运共同体”的集中体现。在全球疫情大流行的背景下,“人类命运共同体”理念是各国合作抗疫的共同行动指南。

The concept of a community with a shared future for mankind is a “Chinese solution” for global governance. Since the outbreak of COVID-19, upholding the concept of a community with a shared future for mankind, China has been actively donating antipandemic resources and vaccines to developing countries. Southeast Asian countries are taken as a priority in China’s peripheral diplomacy. After the outbreak of COVID-19 in Southeast Asia, China has provided anti-pandemic assistance to the affected countries through Chinese embassies, governments at all levels, NGOs and Chinese-invested enterprises. After COVID-19 vaccines were developed, China donated them to Southeast Asian countries without any delay. While providing anti-pandemic assistance to Southeast Asian countries, China has equally treated all aid recipients. Besides, multi-party participation as well as the bilingual slogans on aid packages also embody the concept of a community with a shared future for mankind. China’s all-round support to Cambodia, Laos and Myanmar, countries that China seeks to build bilateral communities with a shared future, is a great example of China’s efforts in Southeast Asia. In the context of COVID-19, the concept of a community with a shared future for mankind is the action plan for all.
