摘要
针对国家深化医改政策就公立医院薪酬制度改革提出的具体要求和传统绩效管理的弊端,通过运用以资源消耗为基础的相对价值比率(Resource Based Relative Value Scale,RBRVS)的理念,结合医院目标管理,设计公立医院临床医技科室的绩效管理方案,有效地处理好坚持医院公益性、调动员工积极性和创造性、充分肯定医务人员劳务价值之间的关系,促进公立医院主动融入医改政策,培育核心竞争力,确保医院可持续健康的发展。
To meet the specific requirements of salary system reform in public hospitals pointed out in the medical reform and overcome the drawbacks of traditional performance management,this paper,by utilizing ideas based on RBRVS(Resource Based Rela⁃tive Value Scale)and combining hospital objective management,designs a performance management scheme for clinical medical tech⁃nology departments,which the author hopes to effectively handle the relationships among public welfare of hospital,enthusiasm and creativity of staff and labor value of medical staff,promote public hospitals to adapt to changes in medical reform,cultivate core competi⁃tiveness as well as ensure the healthy and sustainable development of hospitals.
