国内外开放数据评价研究综述

A Review of Open Data Evaluation at Home and Abroad

[研究目的]通过对国内外开放数据评价的研究成果整理与分析,以此为国内相关理论发展和实践活动提供参考。[研究方法]运用文本内容分析法,从开放数据政策评价、平台评价、数据质量评价、价值评价、隐私风险评价、评价模型、评价工具7个方面综述了国内外开放数据评价研究进展。[研究结论]目前国内外对开放数据评价主题进行了广泛探索,尤其是在开放数据政策评价、质量评价与平台评价三方面,产生了多种评价方法,但彼此差异较大;开放数据隐私风险评价仍是开放数据领域的一个前沿问题;开放数据评价模型可分为一般的和专门的两种类型;如今涌现了多种开放数据评价工具,每种评价工具有明显差异;开放数据评价理论研究存在失衡现象。

[Research purpose]Through the collation and analysis of the research results of open data evaluation at home and abroad,this paper provides reference for the development and practice of relevant theories in China.[Research method]Using the method of text content analysis,this paper reviews research progresses of open data evaluation at home and abroad from the seven aspects of open data policy evaluation,evaluation of platform,data quality evaluation,value evaluation,privacy risk evaluation,evaluation model and evaluation tool.[Research conclusion]It is found on open data evaluation has been extensively explored at home and abroad,especially in the three aspects of open data policy evaluation,quality evaluation and platform evaluation.A variety of evaluation methods have been produced,but they differ greatly from each other.Open data privacy risk assessment is still a frontier problem in open data field.Open data evaluation models can be divided into two types:general and specialized.Nowadays,there are a variety of open data evaluation tools,each of which has obvious differences.Unbalance phenomenon exists in the research of open data evaluation theory.
