“双碳”目标背景下汾渭平原货运结构分析与调整对策建议 被引量:1

Analysis of Freight Structure in Fen-Wei Plain and Suggestions for Adjustment Countermeasures under the Background of“Double Carbon”Target

摘要 本文在碳达峰和碳中和背景下,依据国家和地方层面的货运结构调整政策,分析了近十年汾渭平原货运结构的特征及其存在问题,并提出了优化货运结构的对策建议。研究认为:当前汾渭平原存在货运结构不合理、综合运输衔接不畅、市场驱动机制不完善、多式联运发展水平不高、铁路专用线建设进度滞后与闲置并存等问题,建议在“十四五”期间结合碳减排要求,加大政策支持力度、推动综合运输有效衔接、完善市场驱动机制、大力推进多式联运、提高铁路运输占比、持续降低货运碳排放,以助力交通强国建设和交通运输高质量发展。 Under the background of carbon peak and carbon neutrality,this paper analyzes the characteristics and existing problems of freight structure in Fen-Wei Plain in the past decade according to the adjustment policies of freight structure at the national and local levels,and puts forward suggestions for optimizing the freight structure.The results show that there are some problems in Fen-Wei Plain,such as unreasonable freight structure,poor convergence of comprehensive transportation,imperfect market-driven mechanism,low level of multimodal transport development,lagging progress of railway special line construction and idle coexistence.It is suggested to increase policy support,promote effective convergence of comprehensive transportation,improve market-driven mechanism,vigorously promote multimodal transport,improve the proportion of railway transportation,and continuously reduce freight carbon emissions during the 14th Five-Year Plan period,in order to help the construction of a powerful transportation country and the high-quality development of transportation.
