Properly Handle of the"Four Relations"and Promotion of the Large-Scale Utilization of Seawater Desalination In A Scientific Way

海水淡化是稳定、优质的增量水源,可有效缓解水资源短缺问题。《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》作出“推进海水淡化规模化利用”的战略部署。科学推进海水淡化规模化利用,必须从全局高度认识和发展海水淡化,处理好“淡化水”与“水资源”的关系、“工业应用”与“市政应用”的关系、“海水淡化”与“南水北调”的关系、“政府”与“市场”的关系。坚持实事求是、因地制宜,按照引导需求、培育供给、科技创新、典型示范和政府配置资源的思路加以推动,为沿海地区经济社会高质量发展和保障“水安全、水平衡”提供有力支撑。

Seawater desalination is a stable and high-quality incremental water source,which can effectively alleviate the problem of water shortage.The 14th Five-Year Plan of the People’s Republic of China for National Economic and Social Development and the Outline of the 2035 Vision set out the strategic deployment of"promoting desalination of seawater on a large-scale".Scientific promotion of desalination scale utilization,we must understand and develop seawater desalination from the overall situation,and deal with the relationship between"desalinized water"and"water resource","industrial application"and"municipal application","seawater desalination"and"South North Water Transfer Project",and"government"and"market".We will seek truth from facts,adapt measures to local conditions,guide demand,foster supply,innovate in science and technology,set typical examples and allocate resources by the government,so as to provide strong support for high-quality economic and social development in coastal areas and ensure"water security and balance".
