摘要
针对《2030年可持续发展议程》,联合国提出开展基于统一指标体系的可持续发展目标(SDGs)量化评估与定期报告的实施路线,发现存在问题、提出改进措施、协调各国的应用实践。然而,可持续发展评价指标体系作为一种政策导向的度量工具,相关研究与应用一直存在不一致的情况,其中突出的一项就是如何针对具体的实践区域进行指标本地化问题,面临指标体系如何上下衔接、满足定量计算和综合评估需求等。本文提出了一种基于区域特征分析的指标筛选和改进方法,依托SDGs全球指标框架,通过分析研究区域特征,从适应性、可量测和全覆盖3个方面,分析SDGs每一指标的内涵与用途,经直接选取、改进、扩展或替代等处理,构建本地化SDGs指标集,并以中国德清县为例构建本地化可持续发展目标监测评估指标群。指标集被用于德清可持续发展目标综合评估分析,为区域SDGs指标本地化提供了思路和重要参考。
In response to the implementation of the 2030 Agenda for Sustainable Development,the United Nations has proposed a route to carry out quantitative assessment and regular reporting of SDGs based on a unified indicator framework,which can identify existing problems,propose improvement measures,and coordinate the application practices of countries.However,as a policy-oriented measurement tool,there is obvious inconsistency between the related research and application.One of the most prominent challenges is how to align the indicators and indicator framework for specific practice areas,which causes difficulties like how to connect the indicators from top to bottom,and how to meet the needs of quantitative computing and comprehensive evaluation,etc.This paper proposes an indicator alignment method for selecting and improving indicators based on regional characteristic analysis,which relies on the SDGs global indicator framework and regional characteristics of three aspects of adaptability,measurability and full coverage of SDGs.The connotations of each indicator are analyzed and a process of “adopt-revise-extend-substitute”is carried out to construct the localized SDGs indicator set.With Deqing County as pilot area,the localized set of SDGs indicators is aligned and applied in its comprehensive measurement of local SDGs progress,which provides ideas and important references for the localization of regional SDGs indicators.
