网络治理视角下老年体育公共服务供给困境与纾解

Difficulties and Breakthroughs in the Supply of Sports Public Service for the Aged from the Perspective of Network Governance

基于网络治理理论,运用文献资料法、逻辑分析法等研究方法,分析了老年体育公共服务供给的困境,提出相应的对策。研究表明,目前我国老年体育公共服务供给存在着均等愿景与非均等现实的悖论,一元供给不足与多元供给低效的尴尬,制度保障缺位与执行不力的双重困境,专供型匮乏与共享型不足的困惑。建议:树立赋权增能的价值理念;建构多元主体协同供给的机制;建立健全网络化供给与治理制度;丰富老年体育公共服务产品供给。

This paper is based on the theory of network governance,it adopts the methods of literature research and logical analysis.It analyses the plight of the supply of sports public services for the elderly,and put forward the corresponding countermeasures.Research shows,at present,there is a paradox between the vision of equality and the reality of inequality in the supply of sports public services for the elderly in China,the embarrassment of insufficient single supply and inefficient multiple supply,the double dilemma of absence of system guarantee and weak implementation,the perplexity of the lack of exclusive supply and the lack of sharing.The countermeasures are:establish the value concept of empowerment and empowerment;constructing the mechanism of multi-subject collaborative supply;establish and improve the network supply and governance system;enriching the supply of sports public service products for the elderly.
