国土空间规划视角下生态保护红线评估调整方法与应用的研究——以广西崇左市为例

Study on the Evaluation and Adjustment Method and Application ofEcological Protection Red Line from the Perspective of NationalLand Spatial Planning:A Case Study of Chongzuo City,Guangxi

生态保护红线是生态环境安全的生命线,是促进社会经济可持续发展的重要基础,在国土空间规划中统筹落实生态保护红线是国家实施空间管控的重要举措。以边境城市——崇左市为例,探讨原有生态保护红线成果划定情况,分析其划定时存在图斑破碎,边界不一致及与各类矛盾冲突情况等存在问题,深度挖掘存在问题的原因,因地制宜,提出生态保护红线评估调整路径。最后提出精准优化生态保护红线、实行差别化管控及实现共治共享等建议,为国土空间治理及新一轮国土空间规划3条控制线落地提供参考。

The ecological protection red line is the lifeline of ecological environment security and an important foundation for promoting the sustainable development of social economy.The overall implementation of ecological protection red line in national land spatial planning is an important measure for the country to implement spatial control.Taking Chongzuo,a border city,as an example,this paper discusses the delimitation of the original ecological protection red line achievements,and analyzes the existence of broken map spots,inconsistent boundaries and various contradictions and conflicts,deeply excavate the causes of the problems,adjust measures to local conditions,and put forward the evaluating adjustment path for the red line of ecological protection.Finally,suggestions were put forward to accurately optimize the ecological protection red line,so as to implement differentiated management and control,and realize cogovernance and sharing,which provides a reference for the implementation of the three control lines of national land space governance and the new round of national land space planning.
