新建铁路国土空间控制规划编制方法探索——以遵义市为例 被引量:2

摘要 国土空间规划体系建立以来,交通运输部在2018年提出《关于做好交通基础设施国土空间控制规划有关工作的通知》,《遵义市新建铁路项目国土空间控制规划》也是基于此政策而开展的项目。按照科学划定的“三区三线”,以及国土空间规划“多规合一”的工作要求,科学研究新建铁路建设项目与“三区三线”在空间上的叠加,目的是重点论述与既有“三区三线”规划的冲突问题,项目占地规模和占地类型是否符合相关要求给出明确结论,通过铁路绕避方案的比选,就占用规模、必要性、合理性、生态要求等方面提出最优技术论证和切实可行改善措施等。重点对此类型项目编制的方法进行论述,包括研究范围、研究深度、成果构成、研究内容等,其次也对铁路规划与国土空间规划交叉工作出现的问题提出相应的解决方案,最终将成果以标准化、法定化、程序化的方式纳入到国土空间规划体系。 Since the establishment of the Territorial Space Planning system, the Ministry of Transport puts forward the notice on The Territorial Space Control Planning of Transportation Infrastructure in 2018, and The Territorial Space Control Planning of Newly-built Railway Projects in Zunyi is also a project based on this policy. According to the requirements of scientifically defined “three areas, three lines” and the“multi-plan integration” with new spatial planning system work, the scientific research of new railway construction projects and the “three areas, three lines” on the overlay in space mainly discusses the conflicts with the existing “three areas, three lines” planning, and clearly defines the compliance of scale and type of land use with relevant requirements. By comparison and selection of railway bypass schemes in terms of occupation scale, necessity, rationality, ecological requirements and other aspects of the best technical demonstration and feasible improvement measures. In this paper, the key issues to this type of project preparation methods are discussed, including the depth and scope of research, research composition, research content and so on. Secondly, corresponding solutions are proposed to the intersects of railway planning with national spatial planning. Finally, the results are incorporated into the national spatial planning system in a standardized, legal and programmatic way.
