县级纪检监察体制改革的成效、问题和对策

县级纪检监察体制改革是党和国家纪检监察体制改革的重要组成部分,对于党风廉政建设和反腐败斗争的成效,对于基层政权的巩固和发展,发挥着重要作用。对A县纪委监委进行实地调研,发现县级纪检监察体制改革的成效显著,具体表现是:依法依规履职能力增强,反腐效能得到大力提升,派驻和巡察效果明显。但其同时也存在一些突出问题,包括纪检监察信息化水平滞后,垂直部门管理存在监督盲区,办理渎职类犯罪案件职能弱化和监督效能显现不足等。为此,应在增强政治监督、现代化信息技术应用、部分留置审批权下放、建立协同联动机制等方面积极探索,从而不断深化县级纪检监察体制改革。

Reform of discipline inspection and supervision at the county level is an important ingredient of reform at the state level in this area,which is of considerable significance for the construction of Party working style and integrity and for the consolidation of government power and the basic level.An on-site research in the discipline inspection committee of County A finds the remarkable achievements of reform in this area in the county level,which is substantiated in improved abilities in power execution according to law,improved effectiveness in anti-corruption and conspicuous results in on-site supervision and patrol supervision.Some problems are still prominent,which include the lagging-behind construction of the information system,dead zones in vertical supervision management,weakened power execution in misconduct cases and insufficient function of supervision power,etc.Explorations,therefore,are to be made in strengthening political supervision,application of information technologies,decentralization of detention and the establishment of collaborative linkage mechanism so as to continuously deepen the reform of discipline inspection and supervision system.
