四川省卫生与民政系统精神卫生机构精神康复服务的同行评议

Peer evaluation of mental rehabilitation services in mental health institutions between the health-administrated and civil-administrated system in Sichuan Province

目的:同行评议比较四川省卫生与民政系统精神卫生机构的精神康复服务现状。方法:参与评议的机构中精神康复工作者评议卫生系统和民政系统从事精神康复工作医院提供精神康复工作历史与现状的图文资料,比较两系统间精神康复服务项同行的认可率以及康复工作被重视的指标。结果:237名精神康复工作者对卫生系统25家与民政系统11家医院精神康复工作进行了909人次有效评议;精神康复服务项同行的认可率中民政系统医院在住院康复、社区康复、工疗、体疗、农疗、职业技能训练、同伴支持和服药训练项目明显高于卫生系统(P<0.05或P<0.01);康复工作被重视的指标上民政系统医院在同行了解率、康复总体评价、康复环境评分、康复设施评分和康复团队评分明显高于卫生系统(P<0.05或P<0.01)。结论:民政系统精神卫生机构在精神障碍康复服务项目被认可及康复工作被重视指标优于卫生系统。

Objective:Using peer review to assess the current situation of mental rehabilitation services of mental health facilities in the health system and the civil affairs system in Sichuan Province.Method:The mental rehabilitation workers in the participating institutions evaluated the mental rehabilitation hospitals in the health system and the civil administration system according to the history and current situation of mental rehabilitation work and compared the peer recognition rate of mental rehabilitation services and the indicators that rehabilitation work was valued between the two systems.Results:A total of 237 mental rehabilitation workers made 909 effective comments on mental rehabilitation work in 25 hospitals of the health system and 11 hospitals of the civil administration system.The peer approval rates of mental rehabilitation services in the civil affairs system were significantly higher than those in the health system(P<0.05 or P<0.01),including inpatient rehabilitation,community rehabilitation,industrial therapy,physical therapy,agricultural therapy,vocational skill training,peer support and medication training.In terms of the indexes that showed the rehabilitation work was valued,including the understanding rate of peers,overall evaluation of rehabilitation,rehabilitation environment score,rehabilitation facility score and rehabilitation team score,the civil affairs system were significantly higher than health system(P<0.05 or P<0.01).Conclusion:The indexes of mental health institutions in the civil affairs system are better than those in the health system in the recognition of mental disorder rehabilitation service items and attention to rehabilitation work.
