面向考核应用的慢行交通评价指标体系研究与实例

Study on Evaluation index System of Walking and Cycling Traffic for Assessment Application

考核评价是提高规划实施有效性的重要方法.北京正在开展慢行交通品质提升工作,推动相关规划落实需要一套可行性较强的评价体系.本文回顾了北京市慢行交通品质提升工作特点,对照品质提升工作目标和要求,考虑科学性、系统性和可操作性,构建了体现设施类、管理类、效果类3个维度的“6+2+5”评价指标体系,并给出了评价指标算法.选取8个典型街道开展慢行交通评价,得到综合排名和单项排名,并结合评价结果分析,查找慢行交通薄弱点,推动品质提升工作.

Assessment and evaluation is an important method to improve the effectiveness of planning implementation.Promoting the implementation and quality improvement of walking and cycling traffic planning requires a set of practical evaluation system.This paper reviews the effectiveness and characteristics of Beijing s walking and cycling traffic quality improvement,benchmarking assessment and evaluation objectives and regional requirements,considers scientific,systematisms and operability,constructs a“6+2+5”evaluation index system reflecting the three dimensions of facilities,management and effect,and gives the evaluation index algorithm.Taking 8 streets as an example,compare and analyze the evaluation results,funded the weak points of walking and cycling traffic,and put forward targeted improvement suggestions.
