摘要 国家大力推进“互联网+政务服务”创新模式,倡导“让信息多跑路、群众少跑腿”服务模式.为进一步推进行政审批项目改革,提高北京市交通行业行政审批服务水平,本文基于排队论模型探究交通行政审批网上受理量与办公人员数量关系,以期提升交通行政审批效能和用户服务体验.通过调研2020-08至2020-09期间交通行政审批网上受理量并通过排队论模型仿真优化,得出在现有5名办公人员基础上,再增加1名办公人员,预计可有效缓解当前审批办理工作状态紧张问题,当申请审批高峰期间,可增加两名办公人员,以缓解受理申请积压情况.本文提供了一种科学调配行政审批事项办理人力的方法和思路,可一定程度地缓解当前审批办理量与人力资源的矛盾,从而提升审批效能. In recent years,the government has vigorously promoted the innovative model of“Internet plus government services”and advocated a service model that“enhance the level of information technology,simplify the procedures for approval”.In order to further promote the reform of administrative examination and approval projects and improve the service level of administrative examination and approval in Beijing s transportation industry,this paper explores the relationship between the online acceptance volume of traffic administrative examination and approval and the number of office staff based on the queuing theory model to improve the efficiency of traffic administrative examination and approval and user service experience.By investigating the online acceptance volume of traffic administrative approval from 2020-08 to 2020-09 and through the simulation optimization of queuing theory model,it is concluded that adding one more office staff on the basis of the existing five office staff is expected to effectively alleviate the tension of the current examination and approval handling work.During the peak period of application and approval,two more office staff can be allocated to ease the backlog of applications.This paper provides a method and thought of scientific allocation of administrative examination and approval matters handling manpower,which can alleviate the current contradiction between the amount of examination and approval and human resources to a certain extent,so as to improve the efficiency of examination and approval.
