摘要
航天某重大科技工程是世界前沿科技领域项目,具有深度不确定、高度复杂、时间窗口期极为有限等特点,项目管理难度巨大。面对挑战,在继承和发展航天系统工程理论基础上,通过一体化部署、实施多任务主线的差异化管理,以并行研制支持多路径探索从而提高研制效率,以全程评估支持分段决策从而有效辨识和化解风险,全面、高效、快速推进了工程研制,有效化解了工程面临的各种风险,为完成工程目标奠定了坚实基础。
A major aerospace science and technology project is a world frontier science and technology project.It has the characteristics of deep uncertainty,high complexity and extremely limited time window,which is difficult to manage.In the face of challenges,on the basis of inheriting and developing the theory of aerospace system engineering,the differentiated management of multi task main line is implemented through integrated deployment.Parallel development is used to support multi-path exploration,so as to improve the development efficiency,and the whole process evaluation is used to support piecewise decision-making,so as to effectively identify and resolve risks.The project development is comprehensively,efficiently and rapidly promoted,various risks faced by the project are effectively resolved,and a solid foundation is laid for the completion of the project objectives.
