我国中高端制造业全球供应链双循环机制构建及话语权提升

Research on the Construction of Dual Circulation Mechanism of Global Supply Chain and the Promotion of Discourse Power in China’s Mid-to-high-end Manufacturing Industry

构建国内国际双循环新发展格局是保证我国中高端制造业供应链安全稳定发展的前提条件,同时也是提升复杂国际形势下我国中高端制造业全球供应链话语权的必要路径。通过明确双循环两个架构,贯彻三个战略目标,规划消费扩容、结构改革、技术创新、风险防范4个领域的建设,构建我国中高端制造业全球供应链双循环机制。研究发现,国内大循环与国际大循环是辩证统一的,国内大循环是国际大循环的基础,国际大循环是国内大循环的延伸;双循环战略与中高端制造业供应链战略之间存在耦合机制,包括耦合动力机制、耦合运行机制、耦合联动机制;中高端制造业供应链双循环机制包括联动、竞合、反馈、合作、激励、成长、融合、共享、安全;双循环机制的构建首先以省内小循环为着手点,其次进行国内大循环,最后进行国内国际双循环,实现层层递进;应从增强供应链企业自身竞争力、实现全方位区域协作、建立供应链合作伙伴关系、促进区块链与供应链融合4个方面提升我国中高端制造业全球供应链的话语权。

The construction a new development pattern of domestic and international dual circulation is prerequisite to ensuring safe and stable development of China’s mid-to-high-end manufacturing supply chain,at the same time,it is also a necessary path to have a greater say in global supply chain of China’s mid-to-high-end manufacturing industry under the complex international condition.By making clear the two structures of“dual circulation”and implementing the“three strategic goals”,planning the construction of four areas that are consumption expansion,structural reform,technological innovation,and risk prevention,dual circulation mechanism of global supply chain in China’s mid-to-high-end manufacturing industry will be built.It is found that domestic and international circulations are dialectically united,the domestic circulation is the foundation of the international one,and the international circulation is the extension of the domestic one.There are coordination mechanisms between the dual-circulation strategy and the strategy of mid-to-high-end manufacturing industry supply chain,including coordinated driving forces mechanism,coordinated operational mechanism and coordinated interacting mechanism.The dual-circulation mechanism of mid-to-high-end manufacturing industry supply chain includes the mechanisms of interaction,competition and cooperation,feedback,cooperation,motivation,growth,integration,sharing and security.The construction of dual circulation mechanism should focus on provincial circulation first,then on domestic circulation,finally on domestic and international dual circulation,which is developed progressively.The government should strengthen the competitiveness of supply chain enterprises and all-round regional cooperation,form partnerships among supply chain enterprises,and promote the integration of blockchain and supply chain,so as to raise the voice of global supply chain of China’s mid-to-high-end manufacturing industry.
