中蒙俄经济走廊建设对蒙汉兼通人才需求的影响

Study on the Impact of the Construction of China-Mongolia-Russia Economic Corridor on the Demand of Talents Mastering Mongolian and Chinese

高素质人力资本是推动地区经济发展的关键因素,蒙汉兼通人才作为高素质专业人才在内蒙古地区经济发展中发挥着重要的引领作用。内蒙古凭借地缘优势成为中蒙俄经济走廊的枢纽,深度参与经济走廊建设是促进内蒙古经济发展的一个重要契机,同时也推动了中国对蒙古的直接投资与双边贸易,在中蒙两国利好的制度环境下,必将会对蒙汉兼通人才提出新的需求。从劳动力需求理论出发,在中蒙俄经济走廊建设这一大背景下,探讨对蒙汉兼通人才需求的影响因素。研究发现,内蒙古地区的经济增长是促进蒙汉兼通人才需求最重要的直接因素,而在经济走廊建设这一利好制度环境下,经济增长与中蒙两国的双边贸易均会显著促进蒙汉兼通人才的需求。因此,要加强内蒙古地区少数民族高层次人才的培养,充分发挥其引领民族地区经济发展与建设的关键作用,同时,还须加强中蒙两国之间的双边合作,促进两国之间的经济合作向深度一体化方向迈进。

High-caliber human capital is the key factor in promoting regional economic development.Talents mastering Mongolian and Chinese,as high-caliber professionals,play an important leading role in the economic development of Inner Mongolia.Inner Mongolia has become the hub of the China-Russia-Mongolia Economic Corridor with its geographical advantage.Its deep participation in the construction of the economic corridor is an important opportunity to promote the economic development of Inner Mongolia,and also promotes China’s FDI in Mongolia and bilateral trade between the two countries.In the favorable institutional environment of China and Mongolia,there will be new demands for talents mastering Mongolian and Chinese.Based on the theory of labor demand,this study discusses the influencing factors of the demand for talents mastering Mongolian and Chinese,with the background of the construction of China-Mongolia-Russia economic corridor.The results show that the economic growth in Inner Mongolia is the most important direct factor in promoting the demand for talents mastering Mongolian and Chinese.In the favorable institutional environment of economic corridor construction,both economic growth and bilateral trade between China and Mongolia will significantly promote the demand for the talents.In conclusion,it’s crucial to strengthen the training of senior ranking personnel of ethnic minorities in Inner Mongolia and give full play to their key leading role in the economic development and construction of ethnic minority areas.At the same time,it is necessary to strengthen the bilateral cooperation between China and Mongolia and promote the economic cooperation between the two countries towards the direction of deep integration.
