基于舒适物理论的国家高新区人才吸引力评价及分析

摘要 国家高新区是国家创新体系的重要组成部分,吸引了大量创新人才。基于舒适物理论,通过分析国家高新区创新发展的内在机理,识别了构成国家高新区人才吸引的主要舒适物类型,包括园区科技水平、产业实力、创业成效、自然环境、社会服务和创新文化,并以此来构建国家高新区人才吸引的评价维度及指标体系。根据2018-2020年的统计数据,通过指数模拟观察这3年国家高新区人才吸引的总体趋势和各级指标的表现差异。研究结果显示,近3年产业推动力和社会支撑力是国家高新区人才吸引力的最主要促动因素,国家高新区在前沿科技端和价值文化端对人才的吸引力较弱,与世界一流园区比较还有较大差距,对全球人才的吸引力不强。 The National High-tech Development Zones are the most important part of national innovation system and a magnet for a large number of innovative talents.Based on the theory of amenities,by analyzing the internal mechanism of innovation and development of national high-tech development zones,this study identifies the types of major amenities which attract talents to national high-tech development zones,including the level of science and technology,industrial strength,entrepreneurial effect,natural environment,social services and innovative culture,and builds the talent attraction evaluation dimensions and indicators system of national high-tech development zones.According to the statistical data from 2018 to 2020,the overall trend of talent attraction of national high-tech development zones and the performance differences of various indicators in these three years are observed through index simulation.The results show that industrial driving force and social support are the major driving factors for talent attraction of national high-tech development zones in recent three years.The attraction of national high-tech development zones to talents is weak at the ends of cutting-edge technology and value culture,and there is a big gap between the zones and world-class parks,because of their weak attraction to global talents.
