大气污染物虚拟治理成本法在生态环境损害量化中的应用——以超标排放大气污染物事件为例

Application of Air Pollutants Virtual Governance Cost Method in Quantitative Assessment of Ecological and Environmental Damage——Based on a Case of Excessive Emission of Air Pollutant

虚拟治理成本法属于环境价值评估方法之一,而由于大气污染物具有扩散速度快及自净能力强的特点,虚拟治理成本法成为大气污染案件中环境损害量化的主要方法。本文以某公司超标排放大气污染物事件造成的生态环境损害为研究对象,详细介绍利用大气污染虚拟治理成本对该事件造成的生态环境损害进行量化的过程。

The virtual governance cost method belongs to the methods of environmental value evaluation,it becomes the common way to calculate the value of ecological and environmental damage because the air pollutants with the characteristics of rapid diffusion and strong self-purification ability.Taking the case of ecological and environmental damage caused by excessive emission of air pollutant as the research object,this paper details the process of the quantitative assessment by using the virtual governance cost method.
