高铁开通对城市绿色发展的影响机制

摘要 交通基础设施升级正改变着人们的出行方式,并以先进的通信系统与极快的运行速度,为城市的绿色发展带来新契机。为研究其内在的影响机制,以城市的高铁开通为背景,选取2008—2019年中国285个地级及以上城市的面板数据,使用DEA方法测算绿色发展水平,利用双重差分法来评估高铁开通对绿色发展水平的影响,并引入产业高级化作为中介变量,绿色创新作为调节变量等研究路径,最后进行了异质性分析。研究结果表明:高铁开通能够显著促进绿色发展;高铁开通可以通过促进产业高级化,进而推动城市绿色发展;绿色创新也可以显著提升绿色发展水平且存在异质性,在中小城市以及地级市中会对高铁的影响效应起到负向调节作用。 The upgrading of transportation infrastructure is changing the way people travel,and its advanced communication system and ultra-fast operation speed have brought opportunities for the green development of cities.In order to study its inherent impact mechanism,this paper takes the opening of high-speed rail in cities as the background,selects the panel data of 285 cities at the prefecture level and above in China from 2008 to 2019,uses the DEA method to measure the green development level,uses DID to evaluate the impact of high-speed rail opening on the level of green development,and introduces industrial upgrading as the intermediary variable and green innovation as the regulatory variable,and finally conducts heterogeneity analysis.The results show that:The opening of high-speed rail can significantly promote the level of green development;The opening of high-speed rail can promote industrial upgrading and then indirectly promote urban green development;Green innovation can also significantly improve the level of green development and there is heterogeneity in this impact,which will play a negative regulatory role in the impact effect of high-speed rail in small and medium-sized cities and prefecture-level cities.
