基于数据产权关系的市民卡数据归集比对系统的比对策略设计

Comparison strategy design of citizen card data sharing,collection and comparison system based on data property rights relationship

由于各部门间业务系统的物理隔断,关联信息无法及时更新且存在差异。应用部门在使用数据前必须与相关部门进行比对确认,包括部门与部门之间的历史数据比对、分析和新增数据的实时交换及共享。基于数据产权关系对跨部门的数据进行归集和比对,可以消除信息孤岛和信息烟囱,保证共享数据的准确性和及时性。根据数据本身的归属部门,提出部门数据的产权关系概念,并将业务数据按照部门分为自产权数据和他产权数据。数据同步需确定元数据的产权部门,非产权部门向产权部门进行数据更新或同步。根据具体业务逻辑,制定跨部门数据比对流程和比对策略,其中比对流程分为自产权数据比对和他产权数据比对;比对策略分为基本比对和扩展比对。对城市信息化建设过程中跨部门的数据归集、比对和数据共享出现的问题提出解决方案,具有一定的工程建设借鉴作用。

Due to the physical separation of business systems among departments,the associated information cannot be updated in time and there are differences.Before using data,application departments must compare and confirm with relevant departments,analyze historical data between departments,exchange and share new data in time.Based on the relationship of data property rights,cross-functional department data are collected and compared to eliminate information island and information chimney to ensure the accuracy and timeliness of shared data.According to the department ownership of the data itself,we put forward the concept of property right relationship of department data,and divides business data into self ownership data and other property rights data according to departments.Data synchronization needs to determine the property rights department of metadata,and the non property rights department updates or synchronizes the data from the property rights department.According to the specific business logic,we formulate cross-functional departmental data comparison process and comparison strategy.And the comparison process is divided into self ownership data comparison and other property rights data comparison;the comparison strategy is divided into basic comparison and extended comparison.In the process of urban informatization construction,we propose a set of solution about the problems of cross-functional department data collection and comparison and data sharing,which has a certain reference for engineering construction.
