摘要
2020年是“十三五”收官之年,文章以研发经费投入指标为研究对象,对全国各地区“十三五”科技创新规划中研发经费投入目标的完成成效进行了客观分析和比较研究。结果显示:研发经费投入目标的科学设置可以较好体现地方政府对科技创新的战略布局要求,完成成效也较好地反映出科技创新对当地经济社会发展的推动作用和贡献程度,研究结论将为今后短期和中长期科技创新规划研发经费投入目标的设置提供借鉴和参考。
2020 is the last year of 13th Five-Year,focusing on research and development spending,this paper makes an objective analysis and comparative study on the research and development spending achivement and effectiveness of the 13th Five-Year Plan scientific and technological innovation planning across China.The results show that:research and development spending goal can reveal the local government’s strategical plan of promoting scientific and technological innovation,and the achivement and effictiveness shows the contribution degree of scientific and technological innovation to local economic and social development,the research conclusion provides reference and advice for setting research and development spending goal of a short or a medium and long period.
