摘要
北京高等学校高精尖创新中心由北京市教育委员会立项建设,是北京全国科技创新中心建设的重要支撑,对国内高校高端科技创新平台建设管理有重要参考价值。文章以北京航空航天大学高精尖创新中心建设和管理实践为例,把握“搭平台、聚人才、接任务、出成果”的总体要求,探讨了高精尖创新中心的管理体系构架、科技特区和人才特区建设、创新科研成果转化模式、科产教融合育人理念及国际合作交流平台搭建,阐述了高精尖创新中心在多维度管理、汇聚培养创新人才、科研与应用相互促进、学科交叉与人才培养有机结合、国际合作全面融入等运行机制方面的经验启示,以期为后续探索建立相对独立的交叉学科大平台、新型研发机构建设和管理模式提供借鉴。
Advanced Innovation Centers of Beijing Colleges and Universities were built by Beijing Municipal Education Commission,it is an important support for the construction of Beijing's National Science and Technology Innovation Center,and has important reference value for the construction and management of high-end science and technology innovation platforms in domestic universities.Taking the construction and management practice of the Advanced Innovation Centers of Beihang University as an example,the article grasps the general requirements of“building a platform,gathering talents,receiving tasks,and producing results”,and discusses the management system framework of the Advanced Innovation Centers,construction of science and technology special zone and talent special zone,the transformation model of innovative scientific research achievements,the concept of integration of science,industry and education,and the establishment of an international cooperation and exchange platform,expounds the experience and enlightenment of the Advanced Innovation Centers in the operation mechanism of multi-dimensional management,gathering and training innovative talents,mutual promotion of scientific research and application,organic integration of interdisciplinary and talent training,and comprehensive integration of international cooperation,it is expected to provide reference for the follow-up exploration to establish a relatively independent interdisciplinary platform,new research and development institution construction and management model.
