双网“智”理:“一网通办”和“一网统管”的比较研究

The“Intelligence”Governance of the Dual Network:A Comparative Study of“One-network-Service”and“One-network-Management”

[目的/意义]旨在利用“一网通办”“一网统管”改革解决公共服务供给中的各项痛点堵点,进一步提升政府治理科学化、精细化、智能化水平。[方法/过程]在文献梳理的基础上,通过比较“一网通办”与“一网统管”的共性与差异,进而搭建“技术—机制—观念”的分析框架,探求双网“智”理的运作逻辑。[结果/结论]“一网通办”紧扣政务服务,“一网统管”聚焦城市管理,两者既存在海量数据支撑、技术平台赋能、政府流程再造等共性,也在服务对象、运行流程、涉及范围、价值定位等方面具有差异。应以创新性技术、协同性机制、数字化观念共同推动双网融合建设。

[Purpose/significance]The paper is to solve various pain points and blockages in the supply of public services by using the reform of“one-network-service”and“one-network-management”and to further improve the scientific refined and intelligent level of government governance.[Method/process]On the basis of literature review by comparing the commonalities and differences between“one-network-service”and“one-network-management”the analysis framework of“technology-mechanism-concept”is established to explore the operation logic of“intelligence”theory of dual networks.[Result/conclusion]“One-network-service”is closely related to government services and“one-network-management”focuses on urban management.The two have commonalities such as massive data support technology platform empowerment and government process reengineering but also have differences in service objects operating processes scope of involvement and value positioning.The construction of dual-network integration should be jointly promoted with innovative technologies synergistic mechanisms and digital concepts.
