危险化学品道路运输的安全保障对策研究

Study on Safety Guarantee Countermeasures of Road Transportation of Hazardous Chemicals

化学工业品应用广泛,与生产、生活领域深度融合,经济的增长带动了危险化学品的生产和销售。而其在道路运输过程中的安全问题,已成为从生产到销售等各环节中最具危险性的节点。对危险化学品在道路运输领域的安全保障研究,就是设定良好的危机管理模式,展示出优化策略下交通运输的安全途径,保障危化品的道路安全。文章从危化品与道路运输的理论出发,阐述了目前我国危险化学品道路运输的影响因素和趋势,并指出存在的问题,从危机管理的缩减阶段、预备阶段、反应阶段和恢复阶段提出基于4R模型的危险化学品道路运输的安全保障对策。作为维持社会运输管理安全稳定的社会化问题,对危化品道路运输的具体管理方式和做法,影响到道路事故发生频率,对危险化学品的道路运输安全管理具有现实意义。

Chemical industrial products are widely used and deeply integrated with production and living fields.Economic growth has driven the production and sales of hazardous chemicals.The safety problem in the process of road transportation has become the most dangerous node in all links from production to sales.The research on the safety guarantee of hazardous chemicals in the field of road transportation is to set a good crisis management model,show the safe way of transportation under the optimization strategy,and ensure the road safety of hazardous chemicals.Based on the theory of dangerous chemicals and road transportation,this paper expounds the influencing factors and trends of road transportation of dangerous chemicals in China,points out the existing problems,and puts forward the safety guarantee countermeasures of road transportation of dangerous chemicals based on 4R model from the reduction stage,preparation stage,response stage and recovery stage of crisis management.As a socialization problem to maintain the safety and stability of social transportation management,the specific management methods and practices of road transportation of dangerous chemicals affect the frequency of road accidents.It has practical significance for the road transportation safety management of hazardous chemicals.
