密云水库建设动员实践路径探究

在密云水库建成60周年之际,习近平总书记高度评价了“修建密云水库大会战”的历史意义。密云水库作为当时全国规模最大的工程之一,仅用两年时间便建成发电。水库建设动员发扬集体主义精神,调动了京津冀近20万劳动力修建水库,鼓励清华大学水利系在校师生来到农村自主设计水库,从而节省了大量资金,与此同时还通过劳动教育培养了一批技术骨干。为了及时宣传水库建设中的新人新事,交流施工技术、经验,总指挥部、政治部还创办了《密云水库报》《密云水库文艺》等刊物。在各种文艺作品鼓舞带动下,劳动者忘我工作、不计报酬,涌现出不少典型。在资金不足、机械落后的条件下,以密云水库为代表的一系列水利设施的建成是我国工程史上的奇迹,至今仍为各地防治灾害、工农业发展发挥巨大作用。通过动员实践,充分体现了我国社会主义制度优势,在今天依然有着积极意义。

On the occasion of the 60th anniversary of the completion of Miyun Reservoir,General Secretary Xi Jinping spoke highly of the historical significance of the"Construction of Miyun Reservoir".As one of the largest projects in the country at that time,Miyun Reservoir was completed and generated electricity in only two years.The construction of the reservoir mobilized the spirit of collectivism,mobilized nearly 200,000 laborers in Beijing,Tianjin and Hebei to build the reservoir,and encouraged the teachers and students of the Department of Water Conservancy of Tsinghua University to go to the countryside to design the reservoir independently,thus saving a lot of money.At the same time,a number of technical talents were cultivated through labor education.In order to timely publicize new personalities and new deeds in the construction of the reservoir and exchange construction technology and experience,the General Headquarters and the Political Department also established publications such as Miyun Reservoir News and Miyun Reservoir Literature and Art.Driven by the encouragement of various literary and artistic works,laborers worked selflessly without remuneration,and many typical examples emerged.Under the conditions of insufficient funds and backward machinery,the completion of a series of water conservancy facilities represented by Miyun Reservoir was a miracle in the history of engineering in the country,and they still plays a huge role in disaster prevention and industrial and agricultural development in various places.Through mobilization practice,the advantages of our socialist system have been fully demonstrated,and it still has positive significance today.
