高校科技成果转化现状分析

Current situation analysis on transformation of scientific and technological achievements of universities

高校是国家创新体系的基本组成部分,提供人力资本和必要的知识,从而使产业和生产系统能够创新并变得更具竞争力。科技成果转化是将高校人力资本与知识转化为生产力的重要环节。文章通过对我国高校科技成果转化现状分析发现在转移队伍建设、成果自身熟度、评价机制、国有资产属性、公共服务平台等方面存在问题,提出应建立市场导向的科技成果转化平台、成果权利“雇员优先”模式、制定合理的评价考核政策、转化激励政策等措施。

Colleges and universities are the basic components of the national innovation system,providing human capital and necessary knowledge,so that industries and production systems can innovate and become more competitive.The transformation of scientific and technological achievements is an important link to transform human capital and knowledge into productivity in colleges and universities.Through the analysis of the current situation of the transformation of scientific and technological achievements in colleges and universities in China,this paper finds that there are problems in the construction of transfer teams,the maturity of achievements,the evaluation mechanism,the attributes of state-owned assets,public service platforms and other aspects,and puts forward that we should establish a market-oriented transformation platform of scientific and technological achievements,the“employee priority”mode of achievement rights,formulate reasonable evaluation and assessment policies,transformation incentive policies and other measures.
