农业与乡村秩序再关联:新型农业经营主体抗疫参与研究

Reconnection between Agriculture and Rural Order:Study on the Participation of New Agricultural Operators in the Fight Against COVID-19

农业与乡村秩序关联呈现由显关联向潜关联的历史性转向,但具有情境决定性特点。在新冠肺炎疫情防控的紧急情境中,共同身份的形塑、基层组织动员力增强、新型农业经营主体的工具理性行动共同推动农业与乡村秩序潜关联的显化,即二者再关联化。随着抗疫获得阶段性胜利,农业与乡村秩序再关联机制不再具备相应情境,农业与乡村秩序重回潜关联,农业社会性缺失问题进一步显现。应从完善小农户受益型组织模式、发展社区支持型农业、构建“内外合作”的新主体角色等维度入手,将紧急情境下的农业与乡村秩序显关联转为常态设置,以促进农业市场化转型与乡村社区协同发展。

The relation between agriculture and rural order shows a historical transition from obvious correlation to latent correlation,but it has the characteristicsof situational determinism.Under thepublic emergency situation represented by COVID-19 epidemic,the three mechanisms of shaping a common identity,increasing primary-level organization's mobilization ability,and the new agricultural operators'resource output to primary-level govermment and village cadres have promoted the reappearance of the obvious connection between agriculture and rural order.Toward this phenomenon,it can also be called reassociation of agriculture and rural order.However,with the periodical victory of the epidemic prevention and control,the re-association mechanisms between agriculture and rural order no longer have the corresponding situation.And therefore,the relationship between agriculture and rural order is back to potential,and the lack of sociality in agriculture is further highlighted.Through above analysis,it should start with improving the peasants benefit-oriented organization model,developing community-supported agriculture,and constructing internal and external new operators'cooperation etc.,to change the obvious relation between agriculture and rural order that stimulated by public emergency situations into a normal setting.Through these measures,we can create an institutional environment about coordinated development between agricultural transformation and rural community-supporled agriculture.
