新型农业经营主体培育扶持政策实施效果及影响因素研究——基于1349份农户的样本例证

Study on the Effect and Influencing Factors of the Policy of Cultivating and Supporting New Agricultural Operating Subjects——Based on A Sample of 1349 Farmers

十八大以来,我国对新型农业经营主体的培育扶持政策持续加码,但在实施过程中所遇情况错综复杂,具体扶持政策的实施效果尚不明确,支农政策也存在诸多函待完善之处。文章基于山东省1349份农户调查数据,运用帕累托分析方法和多元有序Probit模型,对新型农业经营主体培育扶持政策的实施效果及影响因素展开研究。结果表明:(1)农户对扶持政策的总体满意度介于“一般”与“比较满意”之间,均值为3.69(“非常满意”为5)。(2)获取财政支持难易度、政府补贴额度、政策知悉度、税收政策评价、政策性农业保险评价、农村产权交易中心以及土地用途管制政策等因素对扶持政策的满意度均起到正向影响作用。基于此,应当创新财税补贴机制,同时做好支农政策的宣传工作,保障扶持政策有序开展;完善土地用途管制政策和农村产权交易机制,促进要素资源的合理配置;完善政策性农业保险功能,充分发挥农业产业增收效应。另外,要增强各项支农政策之间的有效衔接与合力效果,确保新型农业经营主体政策支持体系长期稳健持续有效。

Since the 18th National Congress of the Communist Party of China,China has continuously inereased the cultivation and support policies for new agriculural operation subjects.However,the situation encountered in the implementation process is complicated,the implementation efeet of specific support policies is not clear,and there are many areas to be improved in supporting agricultural policies.Based on 1349 peasant household survey data in Shandong Province,this paper uses Pareto analysis method and multiple ordered Probit model to study the implementation efect and infuencing factors of fostering and supporting policies for new agricultural operating entities.The results showed that:(1)farmers'overall satisfaction with the support policies was between"general"and"relatively satisfied",with an average value of 3.69.(2)Factors such as the ifcully of oblaining financial support,govemment subsidy amount,policy awareness,tax policy evaluation and land use control policy have a positive effect on the satisfaction of supporting policies.Based on this,we should innovate fiscal and tax subsidy mechanism,at the same time do a good job in the propaganda of agricultural policy,ensure the orderly development of supprting policies;Perfect land use control policy and rural property rights transaction mechanism to prormote the rational allocation of factor resources.We should improve the function of policy-based agricultural insurance and give full play to the income increase efct of the agricultural industry.In addition,we should enhance the efctive connection and synergy effect of various agricultural support policies to ensure the long-term stability,sustainability and eflctiveness of the policy support system for new agricultural operating entties.
