乡村振兴中农村地区三线建设遗留资产的盘活利用研究

Research on the Revitalization and Utilization of the Remaining Assets of the Third Line Construction in Rural Areas in Rural Revitalization

三线建设是我国经济史上的大规模国防工业和交通建设,在很多农村地区留下了以乡村道路、建设用地、建筑物为形态的遗留资产,为当前乡村振兴发展提供了潜在的支撑条件。通过文献梳理发现,从农村经济层面对三线建设的研究尚不充分,特别是缺乏对三线建设遗留资产盘活的系统研究。文章基于文献研究,以乡村振兴为视角,分析三线建设遗留资产盘活与乡村振兴战略的耦合关系,发现三线建设遗留资产盘活应当成为农村地区乡村振兴发展的重要抓手。采用田野调查的方法,研究四处典型的农村三线建设遗留资产,发现其具有体量大、闲置程度高、盘活价值大等特点,并已进入盘活利用的“窗口期”。通过盘活实践中关键难点的梳理,提出“规划先行、第次推进、业态创新、利益共享”的开发模式,进而发掘遗留资产的财富和经济价值,活化农村资源要素,推进当地乡村振兴不断向纵深发展。

The third line construction is a large-scale national defense industry and transportation construction in China's economic history,and left legacy assets in the form of rural roads,construction land and buildings in many rural areas,which provides potential supporting conditions for the current rural revitalization and development.Through literature review,it is found that the research on the third line construction from the rural economic perspective is not sufficient,and especially the systematic research on the revitalization of the remaining assets of the third line construction is not sufficient.On the basis of literature research,from the perspective of rural revitalization,this paper analyzes the coupling relationship between the revitalization of the legacy assets of the Third line construction and the Rural Revitalization Strategy,and finds that the revitalizationof thelegacy assetsof thethird line constructionshould becomean important starting point for the revitalization and development of the rural areas where third line construction legacy assets are located.Using the method of field investigation,this paper studies four typical examples of rural third line construction legacy assetstand finds that the third line construction legacy assets have many characteristics such as large volume,high idle degree and large revitalization value,and has entered the"windowperiod"of revitalization and utilization.Through combing the key difficulties existing in revitalizing the practice,such as the reasonable mediation of the interests of local residents,puts forward the development model called"planning first,orderly promotion,business innovation and benefit sharing",so as to explore the wealth and economic value of these legacy assets activate the elements of rural resources,and promote the revitalization oflocal villages in depth.
