Study on the Technology Commercialization Mode of Science Foundation Ireland Research Centers

[目的/意义]爱尔兰依靠科技创新跻身欧洲经济发展最快速的国家行列,其中爱尔兰科学基金会集中优势科研力量和聚焦核心关键科技领域,成立了一批国家级研究中心,对经济社会创新发展起到了极大的促进作用。成果转化是其发挥作用的一个重要渠道,其经验模式对我国科研机构的发展具有极大的借鉴作用。[方法/过程]本文以益生菌微生物研究所为案例,从中心定位、科研活动、机制安排、实现方式等方面,具体分析了其成果转化的实践经验。在此基础上,本文进一步对爱尔兰科学基金会研究中心的成果转化模式进行了分析。[结果/结论]本文发现该研究中心成果转化体现了以下特征:把成果转化目标融入研究中心设立的宗旨;把成果转化工作嵌入科研活动的全流程;建立“依托单位-研究中心”两级专业服务力量;通过委员会管理机制促成果转化;把成果转化指标纳入研究中心的考核内容。最后,本文提出了对我国各类科研机构开展成果转化工作的启示。

[Purpose/significance]By developing science and technology,Ireland has become one of the fastest economically developed countries in Europe.By integrating the national advantageous research power in Ireland and focusing on key research areas,the Science Foundation Ireland(SFI)has established several national research centres.The research centres significantly contribute to the innovative development of the economy and society in Ireland,and technology commercialization is an important pathway in the development process.Its empirical model is of great reference to the development of scientific research institutions in China.[Method/process]Focusing on an example of APC Microbiome Ireland,we analyze its technology commercialization practice and experiences from this center’s mission and position,R&D activities,institutional arrangement,and delivering approaches.Then,we analyze the mode of technology commercialization in the SFI research centres.[Result/conclusion]The centres are found to show these characteristics:Technology commercialization is set as an organizational goal embedded in the mission of the centres;technology commercialization activities take place in the whole R&D process;two levels of specialized personnel and offices are established in host body and research centres;committee management mechanism is established to facilitate technology commercialization;and indicators about technology commercialization are included in the evaluation of the centres.Finally,we suggest implications for the technology commercialization pathway of various research organizations in China.
