印度智库对“一带一路”倡议的认知分析

Analysis of Indian Think Tanks’Perception to the Belt and Road Initiative

[目的/意义]近年来,印度智库在分析、影响和塑造公共政策方面发挥了越来越大的影响。智库学者对于“一带一路”倡议的认知也成为印度政府外交决策的重要参考。[方法/过程]本文通过选取印度影响力较大的智库的报告、会议纪要及代表性学者的文章,分析了印度智库对“一带一路”倡议实施的评价和印度战略选择的认知特点。[结果/结论]印度智库学者的认知倾向反映了其抓住中国发展机遇与防止“一带一路”冲击印度的地区影响力、印美合作“对冲”“一带一路”与保持外交自主性的双重矛盾,但这种矛盾下的选择将服务于不同形势下的印度战略自主。

[Purpose/significance]Indian think tanks have played an increasingly important role in analyzing,influencing and shaping public policies in recent years,and think tank scholars’perception of the Belt and Road Initiative has thus become an important reference for the Indian government’s foreign policy decisions.[Method/process]This paper analyzes the evaluation of Indian think tanks on the implementation of the“Belt and Road Initiative”and the cognitive characteristics of India’s strategic choice by selecting reports,meeting minutes and articles of representative scholars from influential think tanks in India.[Result/conclusion]The cognitive tendency of scholars in Indian think tanks reflects the dual contradictions between seizing China’s development opportunity and preventing the Belt and Road Initiative from impacting India’s regional influence,and India-US cooperation to“hedge”the Belt and Road Initiative and maintaining diplomatic autonomy.However,the choice under this contradiction will serve India’s strategic autonomy in different situations.
