普京时期俄罗斯智库在意识形态新定位中的作用分析及启示

Analysis and Implications of the Role of Russian Think Tanks in the New Ideological Orientation of the Putin Period

[目的/意义]近年来,智库作为俄罗斯意识形态新定位中的重要行为体,不仅影响决策者的政策咨询和选择,而且通过多元化途径塑造俄罗斯社会的公共话语及国际舆论。目前,国内尚未发现基于俄罗斯智库分析的针对性研究,厘清此问题,有助于提升我国特色新型智库的政策影响力和国际话语权。[方法/过程]本文整体上采用案例分析的研究方法,选取社会经济与政治研究所和伊兹博尔斯克俱乐部两家智库进行考察,并对两家智库在俄罗斯国家意识形态建设中的重要贡献展开分析。[结果/结论]研究表明,俄罗斯智库运用自身在政界、学界的关系网络,在国家思想建设与定位过程中发挥了重要作用,是当下俄罗斯实现内政与外交政策目标的重要助推力。

[Purpose/significance]In recent years,think tanks have emerged as important actors in the Russian national ideological orientation,not only influencing policy consultation and decision-making choices of decision-makers,but also shaping public discourse and international public opinion of Russian society through diverse means.There is currently no targeted research based on case studies of Russian think tanks in China.It is important to clarify this issue,which is of typical significance for enhancing the policy influence and international discourse of new types of think tank with Chinese Characteristics.[Method/process]Two representative think tanks,the“Institute of Socio-Economic and Political Research”and“Izborsk Club”,are selected for the overall case study approach in this paper.Then this study analyzes their important contributions to the construction of the Russian national ideological orientation.[Result/conclusion]The study shows that Russian think tanks use their network of relations in political and academic circles to play an important role in the process of national ideological orientation and construction,and they are currently an important driving force for Russia to achieve its internal and foreign policy goals.
