英国国家卫生与服务优化研究院的卫生技术评估模式与经验分析

Introduction of Main Approach and Experience of Health Technology Assessment Conducted by the National Institute for Health and Care Excellence in the United Kingdom

本文利用文献分析和网站信息梳理等方法,对英国国家卫生与服务优化研究院(National Institute for Health and Care Excellence,NICE)的建立背景、目的、发展历程、评估模式及影响进行系统分析,以期为中国建设卫生技术评估体系提供模式参考及经验借鉴。NICE是英国贯彻循证卫生决策理念的技术载体,可参考英国通过立法确定NICE临床指南对于医疗资源配置和筹资决策的影响,制定完善我国卫生治理法律法规体系,形成证据集成和决策转化应用机制以支持循证决策制定;另外,还可学习NICE加强评估机制、流程和方法工具的调试和完善,以适应政治政策变化、经济社会发展和医改深化要求;最后,我国评估机构还应学习其注重与其他行业组织和相关机构协作,利用行业学会协会、大学等科教研机构、医药企业的技术力量,高效开展证据评估和转化工作。

Based on the literature analysis and the relevant websites,the study systematically reviewed published information on the National Institute for Health and Care Excellence(NICE)of the United Kingdom.With this article,we demonstrated the successful experience of the NICE,focusing on the background and purpose of its establishment,development stages over time and technology assessment approaches,in particular,the impacts of its effort on health technology assessment(HTA).It provides reference and experience for the development of the China's health technology assessment system.NICE is the technical carrier for the UK to implement the concept of evidence-based health decision-making.We should formulate and improve China's health governance laws and regulations system,and form decision-supporting mechanisms such as evidence assembling and policy translation,with reference to the UK's legislation linking NICE clinical guidance with health resource allocation and financing arrangement.In addition,we should learn from NICE's approach to continuously refining and adapting evaluation mechanisms,processes,methods and tools to meet the changing requirements of political policy changes,economic and social development and deepening healthcare reforms.Finally,China's evaluation institutions should also learn from NICE's strategy of partnering with stakeholder organizations and institutions,and make use of the technical strength of professional associations,universities,academic and research institutions,and pharmaceutical companies to efficiently accomplish evidence appraisal and evaluation and policy translation.
