基于政策工具视角的我国癌症防治政策分析

Analysis of Cancer Prevention and Treatment Policies from the Perspective of Policy Tools in China

目的:分析我国癌症防治相关政策的现状及不足,为后续政策的优化与调整提供参考。方法:构建政策工具、政策目标、政策力度三维分析框架,以69份国家层面的癌症防治政策为样本,对相关政策条文进行编码和统计描述。结果:2003-2021年癌症防治政策发文量呈上升趋势,供给型政策工具使用相对合理,环境型政策工具使用偏多,需求型工具使用相对不足,对不同政策目标的关注程度存在差异,且整体政策效力偏低。结论:建议协调使用各类政策工具,优化政策目标结构,提升政策力度,加强部门协调沟通,以逐步推进我国癌症防治事业的发展。

Objective:To analyze the current situation and shortcomings of cancer prevention and treatment policies in China,so as to provide references for the optimization and adjustment of follow-up policies.Methods:The study constructed an analysis framework from the three dimensions of policy tools,policy objectives,and policy intensity.69 national-level cancer prevention and treatment policies were used as samples.It encoded relevant policy provisions,and statistically described the coding results.Results:The number of published policies for cancer prevention and treatment showed an increasing trend from 2003 to 2021.Supply policy tools were used relatively reasonable,environment policy tools were used more,and demand policy tools were used insufficiently.There were differences in the attention to different policy objectives,and the overall policy intensity was insufficient.Conclusion:It is suggested to coordinate the use of various policy tools,optimize the structure of policy objectives,enhance policy intensity,strengthen departmental coordination and communication,and gradually promote the development of cancer prevention and treatment in China.
