突发疫情背景下公共卫生应急场所储备体系分析

摘要 针对当前公共卫生应急管理体系在应对突发疫情时暴露出的短板和不足,以公共卫生应急场所储备体系为研究对象,基于行为科学理论界定相关主体以及行为联系,构建包括政府施政、技术供应、储备利用、信息反馈4个环节的政府引导以及多方参与的公共卫生应急场所储备体系。在此基础上,采用系统动力学方法,借助Logistic函数,对公共卫生应急场所储备体系相关因素之间的关系及各环节的运行状况进行仿真模拟。结果表明:(1)公共卫生应急场所储备体系社会支持率高,为适应经济社会快速发展,应加快建立健全公共卫生应急场所储备体系;(2)政府施政环节相对重要,加大施政力度,有利于提高技术供应能力,保障应急场所“平疫结合”功能的快速转换。研究成果有助于找出公共卫生应急场所储备体系的薄弱环节,为决策机关提高公共卫生应急管理水平提供理论支撑。 Aiming at the shortcomings of the current public health emergency management system in dealing with sudden epidemics,taking the public health emergency place reserve system as the research object,and defining relevant subjects and behavioral connections based on behavioral science theories,a public health emergency place reserve system with government guidance and multi-party participation,including government administration,technology supply,utilization and information feedback four parts was constructed.On this basis,the system dynamics method and Logistic function were used to simulate the relationship between the relevant factors and the operation status of each link of the reserve system.The results showed:(i)The social support rate of public health emergency place was high.In order to adapt to the rapid economic and social development,the establishment and improvement of the reserve system should be accelerated.(ii)Government administration was relatively important.It was conducive for improving technology supply capacity and ensuring the rapid transformation of the function of“Combination of Epidemics and Prevention”to strengthen government administration.The research results made contribution to clarifying the weak links of the public health emergency place reserve system,and provided reference for decision-making organs to improve the level of public health emergency management.
