城市燃气配气价格规制中的对标研究——基于DEA模型的分析

Benchmarking study in the regulation of urban gas distribution prices——Analysis based on data envelopment analysis methods

对区域内城市燃气企业开展对标分析,能够为科学制定配气价格提供重要参考,更好服务人民群众生产生活。本文从效率视角出发,选取管网配售气管道总长度、年末在职员工总数、配气业务运维成本、归属配气业务期间费用等4项投入指标,以及年服务总气量、管网用户数、居民用户数等3项产出指标,运用数据包络分析方法评价城市燃气企业绩效,并将评价结果用于标杆成本的测算。结论显示:采用相对有效企业单位配气成本的平均值作为标杆成本的参考,能够更好实现激励与约束并重。因此,建议从建立完善城市燃气行业价格成本调查制度、完善城市燃气配气对标分析方法体系、针对燃气企业特点实施差异化政策等方面入手,更好发挥对标分析在价格规制中的作用,为相关监管部门决策提供数据支撑。

The benchmarking analysis of urban gas enterprises in the region can provide an important reference for the scientific formulation of gas distribution prices and better serve the production and life of the people.From the perspective of efficiency,this paper selects four input indicators,such as the total length of the pipeline network distribution gas pipeline,the total number of employees at the end of the year,the operation and maintenance cost of the gas distribution business,and the expenses during the attributable gas distribution business,as well as three output indicators such as the total annual service gas volume,the number of pipe network users,and the number of residential users,and evaluates the performance of urban gas enterprises by using the data envelopment analysis method,and uses the evaluation results to calculate the benchmarking cost.The conclusion shows that using the average of the unit gas distribution cost of relatively effective enterprises as a reference for benchmarking costs can better achieve equal emphasis on incentives and constraints.Therefore,it is recommended to start from the establishment and improvement of the price cost investigation system of the city gas industry,improve the method system of benchmarking analysis of urban gas distribution,and implement differentiated policies according to the characteristics of gas enterprises,so as to better play the role of benchmarking analysis in price regulation and provide data support for the decision-making of relevant regulatory departments.
