摘要
英国住房租赁市场发达,租赁法律体系完备。但是,长期“自由放任”的租赁市场管制政策,导致其租金高企、居民住房负担重、房源短缺等问题。本文梳理了英国住房租赁市场主要政策沿革,并基于英国住房市场、租赁市场的长期趋势性变化,分析宽松政策导向下住房市场呈现出的问题以及政府干预措施的必要性,包括租金管制和多元化租赁住房供应等。最后,结合“英国经验”,尝试从法律体系建设、多层次住房租赁房源供应和民营机构参与等方面对我国发展住房租赁市场提出政策建议。
The UK housing rental market is developed and the rental legal system is complete.However,the long-term"laissez-faire"rental market control policy has led to problems such as high rents,heavy housing burdens for residents,and shortage of housing stock.This article sorts out the main policy evolution of the UK housing rental market.Based on the long-term trend changes of the UK housing market and rental market,this paper studies and analyzes the problems in the housing market under the guidance of loose policies and the necessity of government interventions,including rent control and diversified rental housing supply.Finally,based on the"British experience",this paper puts forward policy suggestions for the development of the housing rental market in China from the aspects of legal system construction,multi-level housing rental housing supply and private sector participation.
