资源禀赋差异视角下省域创新绩效评价研究——以浙江省为例

Research on Provincial Innovation Performance Evaluation from the Perspective of Resource Endowment Difference:Take Zhejiang Province as an Example

创新是推动高质量发展的强劲引擎。研究省域创新绩效,明晰其空间分布特征和影响因素,有利于进一步优化创新空间格局,实现区域协同发展。本文基于2016-2020年浙江省11个地级市相关数据,采用熵值法测算创新绩效综合得分及各级指标得分,探究创新资源禀赋差异对省域创新绩效的影响。研究表明:(1)创新绩效存在明显的区域集聚现象;(2)创新投入与创新产出之间存在显著的相关关系;(3)政策支持和社会资本集聚对省域创新绩效具有较大影响;(4)人力资源投入还需要进一步加大。基于以上结论,从持续提升创新投入质量和配置效率、进一步加大政府对科技创新的支持力度、柔性引进和培育创新人才、不断增强科技成果转化能力等方面得出相应启示。

Innovation is a powerful engine to promote high-quality development.Clarify the spatial distribution characteristics and influencing factors to study provincial innovation performance is beneficial to further optimize the spatial pattern of innovation and achieve regional collaborative development.Based on the relevant data of 11 prefecture-level cities in Zhejiang Province from 2016 to 2020,this paper uses the entropy method to measure comprehensive scores of innovation performance and index scores at all levels,to explore the impact of innovation resource endowment difference on provincial innovation performance.The results show that:(1)the innovation perfor-mance has obvious regional agglomeration;(2)there is a significant correlation between innovation input and innovation output;(3)policy support and social capital agglomeration have great influence on regional innovation performance;(4)Investment in human resources needs to be further increased.Based on the conclusions above,the corresponding enlightenment can be drawn from the following aspects:continuously improving the quality and allocation efficiency of innovation investment,further strengthening the government’s support for scientific and technological innovation,flexible introducing and cultivating of innovative talents,and constantly enhancing the transformation ability of sci-entific and technological achievements.
