意义、变化与启示:高校纪检监察体制改革研究——以S省省管本科院校为例

Significance, Change and Enlightenment: Study on the Reform of Discipline Inspection and Supervision System in Colleges:Take S Province as an Example

本文以S省为例,考察党的十九大之后高校纪检监察体制改革。改革旨在形成完整、高效、规范、科学的规则维护与惩戒机制,实现对高校“关键少数”和“关键领域”的重点监督;对于优化高校政治生态和育人环境、增强意识形态工作的主动权有重要意义;改革后的校纪委受省纪委监委和校党委的双重领导,独立性、权威性、履职能力明显增强;其工作报告制度、内部管理制度、信息共享机制、工作会商机制、审查调查协作机制,都有力地保证了高校纪检监察体制的协调统一和高效运转。

The paper examines the reform of discipline inspection and supervision systems in the universities of S province after the 19 th National Congress of the Communist Party of China.The reform aims to establish a comprehensive,efficient,standardized and scientific mechanism to maintain the normativity of rules and punish the behaviors breaking the rules and to supervise some“critical minorities”and“key areas”in universities.The reform is of great significance for the enhancement of political and educational environment and the promotion of ideological work in universities.The discipline supervision committees have been under the dual leadership of provincial discipline supervision committees and Party committees of universities since the reform,and their independence,authority and ability to perform their duties have been significantly enhanced.The newly established reporting system,internal management system,information sharing mechanism,meeting mechanism and investigation cooperation mechanism have ensured the coordination and operation of the discipline inspection and supervision systems in universities.
