教育信息化2.0背景下民族地区公共教育服务建设的路径研究--以鄂尔多斯市为例

Research on the Path of Public Education Service Construction in Ethnic Minority Areas in the Context of Education Informatization 2.0--An Example of Ordos

民族地区公共教育服务建设是民族教育工作的重要内容,教育信息化2.0行动计划的出台为公共教育服务的发展革新创造了新的机遇。研究分析了教育信息化自身的服务特性,以及在实现公共服务均等化、提升服务质量、满足个性需求方面的重要作用;并结合教育信息化2.0对于民族地区公共教育服务提出的新诉求,找出了民族地区当前信息化基础设施、实际应用、师生素质和教育治理方面的困境及差距。针对现存困境,研究结合鄂尔多斯市建设经验,为民族地区推动信息化公共教育服务建设提出了可行路径,即加强基础设施、平台和特色资源建设、开展实验试点和应用工作、加强教师队伍信息培训和完善管理机制和顶层设计。

The construction of public education services in ethnic minority areas is an important part of ethnic minority education work,and the introduction of the Education Informatization 2.0 Action Plan has created new opportunities for the development and innovation of public education services.The study analyzes the service characteristics of education informatization itself and its important role in realizing equalization of public services,improving service quality and meeting individual needs.It also identifies the current dilemmas and gaps in information technology infrastructure,practical applications,teacher and student quality,and educational governance in ethnic minority areas in the context of the new demands of education informatization 2.0 for public education services in ethnic minority areas.In response to the existing dilemmas,the study proposes feasible paths for ethnic minority regions to promote the construction of informatization public education services in light of the construction experience in Erdos,i.e.,strengthening infrastructure,platform and special resources,conducting experimental pilot and application work,strengthening information training for teachers and improving management mechanism and top-level design.
