农地确权对家庭农场生存风险的影响与异质性分析——基于55408个家庭农场样本的微观证据

Does the Farmland Confirmation Reduce the Survival Risk of Family Farms:Based on Microscopic Evidence from 55408 Family Farms

农地确权的实施能否发挥产权稳定预期优化家庭农场的内外部治理机制从而降低其生存风险?根据农地产权权能结构—治理机制的分析表明,农地确权后形成的家庭农场的联合主义权能结构和半市场化治理降低了其生存风险,但需要完善的法治保障和体制机制。基于2013—2018年全国开展的农地登记确权工作,利用家庭农场微观样本数据,采用离散时间Cloglog生存模型,实证考察了农地确权对家庭农场生存风险的影响及存在的异质性。研究发现:①农地确权的实施可以降低家庭农场生存风险。②农地确权对东部地区、个人独资型、资产规模大、资产负债率高、融资约束较高等类型的家庭农场生存风险降低作用更好。因此,政府应进一步完善农地确权政策来盘活经营权和激活生产要素流动,并完善法治保障和体制机制,从而降低家庭农场生存风险。

Can the implementation of agricultural land right confirmation play a role in stabilizing property rights and optimizing the internal and external governance mechanisms of family farms so as to reduce their survival risks?According to the analysis of the structure-governance mechanism of farmland property rights,it is shown that the unionist power structure and semi-market governance of family farms formed after the confirmation of farmland ownership reduce their survival risks,but they need perfect legal guarantee and institutional mechanism.Based on the rural land registration and ownership confirmation work carried out in China from 2013 to 2018,using the micro-sample data of family farms,the discrete-time Cloglog survival model was used to empirically investigate the impact of agricultural land ownership confirmation on the survival risk of family farms and the heterogeneity.This study shows that:1)the implementation of land ownership confirmation can reduce the survival risk of family farms.2)Land ownership confirmation has a better effect on reducing the survival risk of family farms in the eastern region,which are solely owned by individuals,with large asset scale,high asset-liability ratio and higher financing constraints.Therefore,the government should further improve the agricultural land right confirmation policy to activate the management right and the flow of production factors,and improve the legal guarantee and system mechanism,so as to reduce the survival risk of family farms.
