基层社会数字治理标准化的初探与深化——以浙江省为例

A Preliminary Study on the Standardization of Digital Governance in the Grass-roots Society

基层治理是国家治理的重要方面,基层治理的有效性关乎国家治理、社会治理的目标成效,关乎人民群众的切身利益。以数字化助力基层治理,充分利用大数据、人工智能等技术为基层治理赋能,有助于夯实基层社会治理的根基,是现代社会高速发展的重要体现。本文论述了浙江省基层社会数字治理的实践做法,并针对当前基层社会数字治理发展存在的问题,提出了建立健全基层社会数字治理标准化运行机制、构建基层社会数字治理标准化体系、精心研制基层社会数字治理关键标准、推进实施基层社会数字治理标准化试点示范等措施建议。

Grassroots governance is an important aspect of national governance,whose effectiveness is related to the goal and effectiveness of national governance and social governance,and even to the vital interests of the people.Making full use of technologies such as big data and artificial intelligence to empower grassroots governance will help consolidate the foundation of grassroots social governance,which is also an important embodiment of the rapid development of modern society.This paper discusses the practical practices of digital governance in the grass-roots society in Zhejiang province.To address the shortcomings of the current development of digital governance in the grass-roots society,it puts forward suggestions for improving the standardized operation mechanism of digital governance in the grass-roots society,building a standardization system for digital governance in the grass-roots society,carefully developing key standards for digital governance in the grass-roots society,and promoting the implementation of pilot demonstrations for digital governance standardization in the grass-roots society.
